It is requested that you deliver or mail to the individuals belonging to your local board one copy. In case the individual is deceased, it is requested that the copy be delivered or mailed to his next of kin. 4, It is desired that the names be carefully checked to ascertain whether or not there are any discrepancies and if so, that this office be notified by return mail. 5. Request that the name and address be furnished of the next of kin of those individuals listed and now deceased. Also request that the address be furnished of those living and who are no longer connected with your board, 6. Mail intended for the United States Attorney's office should be addressed: United States District Attorney, Topeka, Kansas. ee In order to accommodate discharged veterans the local board offices should be open to the public from 8 to 12 and 1 to 5, Monday through Friday. (Exception: In smaller boards where the only clerk is on a part- time basis.) 3.e It is mandatory that local boards comply with the provisions of Paragraph 3 of Part IV of Local Board Memorandum No. 115 as amended August 31, 1945, and such action must be taken not later than October 31, 1945, 4, The job-jumping provisions of Law and Regulations (Section 5 (I) and Section 622.22-2(c)) apply to any registrant in the age group 18 through 25 regardless of whether he desires to return to the field of education or to become engaged in other employment. 5. "Special Report on Registrants Placed in IV-A before October 31, 1945" will not be mailed prior to October 31, 1945 and not later than Novem ber 2, 1945. 6. Medical Bulletin No. 46 contemplates that two copies of T~34 will be forwarded to this office when transmitting DSS Forms 221 for registrants rejected or qualified for limited service only. 7. The fact that a delinquent registrant attains the age of 26 years and is classified IV-A does not constitute authority to close his delinquency file, although he may not be inducted. 8. Delinquents reported on DSS Form 550 are subject to prosecution by the United States Attorney and only the United States Attorney may determine whether or not he will be so prosecuted. 9. The local board delinquency file of registrants over 26 who have been reported on DSS Form 550 may be closed only when the United States Attorney declines prosecution and closes the case. Distr. BE IT ENACTED BY THE LECTSLATURS OF THE STATE OF KANGAS: SECTION 1,, Whenever there shall be ptesented to the register of deeds of eny county in this state the discharge or other official records of military service of any person who has been honorably discharged from the armed forces of the United States at any time, said register of deeds shall record the same in a record book which shall be provided for such purpose and no fee shall be charged for such recordation. Upon recuest, of the person to whom such discharge was issued, his agent or relative, the register of deeds shall prepare and furnish certified copies of any such discharge or records of military service and no fee shall be charged for the first five copies therefor, SECTION 2, This act shall take effect and be in force from and after its publication in the official state paper, : Approved March 24, 1945. This letter is in reply to an inquiry from one of the Local Boards of this state. 2» Hach local board is a "Veterans Information Center" so designated by the Director of Selective Service under the authority delegated to him by Congress. 3. In each Army Separation Center the military authorities are placing great emphasis upon tne desirability of the veteran reporting to his local board shortly after his arrival at his home. Numerous "Movie Picture Theaters" are running "shorts" showing to the public that the local board is a "Veterans” Information Center’. _ 4, We are glad to say that in many communities committees have been formed for the purpose of expanding and further cooperating with the returning veteran. 5. It is anticipated that Selective Service will need the help and as- sistance of all cooperative agencies. Selective Service may make use of the facilities of these agencies, but cannot shift the responsibility placed upon it by law and regulations to any other agency or committee. 6. Selective Service personnel is subject only to the law, and to the rules and regulations promulgated by the Director of Selective Service. It is our desire that all Selective Service Local Boards cooperate in every way pos- sible with State and local agencies, but at the same time carry out any dir- ective received from State or National Headquarters. 7. The task before us is so great that there is work enough for all. The interest of those who served in the armed forces is paramount. Most local boards have accepted the facilities offered them by other agencies and espec- ially committees which include various groups offering veterans assistance, 8. In these instances the local board may find it advisable to refer to other Veterans Information Centers many of those desiring assistance. Great care must be exercised to see that the possibility of a feeling of being given a run-around will not exist. VP B 34-1 a9 u 9. A few days ago a stiggzested news reléase, prepared by the National _ Director of Selective Service, was forwarded four office supplemental to the information given at the separation centers and the news reel, lo¢alizing this information. 10. In General Hershey's letter he states: "The poster is designed to identify a local board as an information center where Veterans and the public can obtain information in accordance w'*h the Selective Service Veterans As~ sistance Program, The Veterans Information Center poster is an identification poster and should be placed in a window or door or similar location facing the street where it may be seen by the largest number of passers-by." 11. Section 201.5 of the Selective’ Service Handbook Veterans Assistance Program reads as. follows: "The Local Board is the local operating agency responsible for carrying out the functions of the Veterans! Assistance Program as provided by the Director of Selective Service and the State Director of Selective Service. All of the facilities of the Local Board shall be available for this purpose. In executing this responsibility, Selective Service Regulations provide that the Local Board is charged with the responsibility of organizing and administering the Veterans' Assistance Program within. the Local Board area. The Selective Service Regulations further provide that the Local Board may call upon the Government Appeal Agent, the Local Board examining physician, and the Local Board examining dentist, to aid in the administration of the Yeterans! Assistance Program. The Local Board shall be responsible for carrying out efficiently and effectively within the Local Board the following three-fold program: (1) To assist veterans in %dtaining reinstatement in their former positions or positions of like senicrity, status, and pay, or in obtaining new employment; (2) To advise and inform oll veterans who desire such in- formation, of full details on veterans' rights, benefits, and privileges, including employment, hospitalization, out-patient medical care, educationel benefits, government insurance, un- employment benefits, govern’ :2t loans and government guaranteed loans, assistance in establishment of small business, etc.; (3) To contribute the endeavors of the Local Board personnel in activities which have as their purpose the stimulation of com- munity responsibility for providing sufficient job opportunities +0 accomplish full employment for veterans." Ik ok Ok kK OR " 'If Selective Service should be abandoned at once,!' the Secretary said, 'the people should face the fact that it would mean that a large mumber of men who have seen hard service in the war and are now scheduled to be released will be retained in the Army, for the benefit of men who have not served at all,!" Reference to "Report of Separation" may be made in "Minutes of Other Action" when showing Class "I-i (Disc.)" when documentary evidence to be included in the cover sheet is not available. &. Each local board is by direction of the National Director of Sei- Selective Service a "Veterans Information Center, "! Local Boards may avail themselves of the facilities of any other agency and should cooperate with- in the directives received from State or National Headquarters. 3. While local boards may refer registrants to any other agency or committee such local board as a "Veterans Information Center"! is independent of any such committee and subject only to Selective Service Law, Regulations and Directives. 4, When errors and/or omissions on Forms 110 are discovered by the local board correction of same should be made in accordance with paragraph 7? of Instruction No. 1 for Form 110, amended August 2, 1945, At the time a copy of the letter of correction is forwarded this headquarters, care should be taken to forward one to the National Headquarters at Philadelphia, Pennsy- lvania, in order that their records will be corrected accordingly. 5. It is not necessary to return the duplicate of K8-13 when notifying the State Director of errors contained therein. A letter making reference to — this report by date will suffice, 6. Lists for any purposes are not to be prepared by local boards unless in each specific instance authority is granted by the State Director. See Section 605.41 of the Selective Service Regulations. 7. That it may de desirable, if it has not already been done, to have on file a list of registrants who have been classified in I-C Dise, which list together with Forms 110 made subsequent to the date of the list may be made available to other veteran agencies for copying purposes,-.etc., but such list may not be given to such agency. 8. When the information contained on a Certificate of Discharge is incorrect, the original certificate may be forwarded by the registrant by registered mail to the commanding officer of the appropriate separation center together with a letter showing the correction desired and with a request that correction be made, initialed and the certificate returned, Dist.
