A. Nichols signyfing that you agreed with Herbert and you stated to Mr, Nichols, ‘that Mr, Allphin merited this change in his rank$ Herbert has had twe conferences with two members of the Budget Committee- Dean Lawson and Mr. R,. A. Nichols, since your letter to me of October 3rd, that prompted me to ask Herbert to get the other letters that you had asked Mrs. Webster to secure from the files, Dr, Allen, after Herbert has a conference with you Monday, Oct. 17th, I believe you will see my reason for asking for the additional letters, Sincerely, P.
