You will remember that the Budget Com
mittee has expressed doubt as to the permanency of tenure
of Mr. Allphin. He possesses many excellent qualities. But
there is a growing doubt of the possibility of further ad-
vancement here. I share the Bydget Committee's view that
he should be given ample notice and assistance in finding
possibilities elsewhere suited to his talents.
