Dear Dr. Allen:

I am enclosing copy of letter which was received
today by the Board of Regents, denying our appli-
cation for the construction of two tennis courts -
at the University.

I have the signed contracts and executed bonds
for this work with Mr. Penny on my desk ard it
will be necessary for the State Business Manager
to cancel these contracts with Mr. Penny's per-
mission.

I talked to the Assistant Attorney General on

the telephone and he advised me that the contract
could not legally be held in abeyance for more
than a few months.
