Dear Dr. Allen:

I have your letter of September 18 concerning
the charges for the buildings and grounds for services
of electricians in connection with the summer recreational
prograne

It seems to me that the question you raise should
be settled in conference between you and Mr. Chandler. I
do not have adequate background of the sumer recreational
administration to qualify me to give an opinion.

The only comment I should like to make is that
I have found in my experience that it may not be wise to
take anything for granted. Whether or not Dean Swarthout
should take care of any part of the bill is for you and
Mr, Chandler and Mr. Swarthout to decide.

If I can help you out any at your conference,
I shall be glad to attend, but I think it is primarily
