Henderson an ASTP trainee. Private Henderson was swinging on a rope which was suspended from the ceiling. The rope had been placed there for training purposes by the Physical Education Department and apparently too near the light. This matter is submitted for consideration as to whether or not you desire continuance of rope climbing or other Physical Education features in the drill hall which are certain to result in further depredations. REGULATIONS CONCERNING PROPOSED NEW COURSES OR CHANGES IN COURSES Adopted by the University Senate on May 20, 1935 That the Senate Advisory Committee shall serve as a committee on new courses. No new course or change in the content of a course shall be offered or shall be announced in the University catalogue unless it has been authorized by the following procedure: When any school has approved a new course, or a change in the content of a course, that school shall notify the Senate Advisory Com- mittee. The Senate Advisory Comittee shall notify aki deans and chair- men of departments concerned of the proposed action, and of a date prior to which requests for conference may be filed. Anyfaculty member con- cerned with or opposed to such proposals may ask the Senate Advisory Committee for a conference on the proposed course or change. If no re- quest is received, and the Senate Advisory Committce itself makes no adverse recommendations, such course or change shall be considered as approved by the committee on the date fixed. If any request for a con- ference is received the Senate Advisory Committee shall arrange a con- ference of all interested persons. If, after conference, the Senate Advisory Committee considers the new course, or the change, unwarranted, and if the school initiating the action does not accept the committee's conclusions, the Senate Ad- visory Committee shall report its findings and candinaiakiwn to the Senate for Senate action. Requests for travel to be made under the grants from the Graduate Research Committee should be submitted to the Graduate Office rather than to the Chancellor. Karl Klooz, the athletic director, con- eerning a rubber-treated mat cover which was bought by the Athletic Association when I was athletic director some fifteen or eighteen years GEO In the physical conditioning program both the /rmy and the Navy teach wrestling. ‘The felt mts here at the gymasium are in various sizes and it is difficult to hold them together as one single mt surface large enough to wrestle upon. it is impossible to buy a cover the like of which the athletio association possesses. However, we have ordered three cotton flannel mat covers which re- quire lawwering when soiled. In the interim we desire to use this mat cover which is not used at all by the athletio association. Mr. Kleos offered to sell the same to the Physical Educ- ation Department. I told him that since there had bem so many interchanges between tho Physical Education and Athletic Departments that I was not sure you wanted funds to pass when it was not necessary. This covers both routine minutes that come within the budget, such as resignations and appointments and emergency items which require expansion of the budget, such as salary adjustments and new positions, In order that this office may meet the requirements of the Board the following suggestions are made to departments: (1) Resignations should be reported promptly, as far in advance of the date they are to become effective as possible, (2) Appointments to positions pfovided in the budget should be made in advance of the effective date, as soon as the new employee has been secured, (3) Requests for positions not provided for in the budget should be submitted to the Chancellor as far in advance of the date of beginning of employment as possible. (4) Recommendations on adjustments in salaries should be submitted to the Chancellor considerably in advance of the date they are to be made effective. (5) Requests for any other expansions of the budget, such as Maintenance Allotment or Assistance Fund, should be submitted in advance, Since the Board does not have regular meeting dates it is impera- tive that departments anticipate their needs and submit their requests to the Chancellor considerably in advance of the dates on which they would like to have changes made. In case of real emergency, the Chancellor will attempt to secure special action of the Board, With the exceptions of these emergency cases it is believed that the new order of the Board will not seriously affect the procedures of appointment which have been followed up to now, With a little planning most of the budget problems in the University can, I am sure, be anticipated and presented to the Board for approval in advance of the dates we want them to become effective. He is not in school but will be at the opening of the fall term. However, I have the matter arranged so thet he will police the building from dinner time on. We are with the officer in the evening so that the best resulta will be ob- tained. . ¥ have issued orders that no high eiticol or intermediate boys or anyone else not connected with our physical conditioning program shall have access to this building. This is temporary over the week-end, but I assure you that it will not be necessary for you to give any concern to this matter hereafter as we will — take care of it. ee Mere is another matter that I wish to speak to you about as soon as-possible. I refer to a necessary place for the officers _ of the Navy to dress when they take their physical exoreise. They are required to exercise three times a week. Our quarters are gone # gested beyond description. Why couldn't the athletic office be fitted —_ Sap for these men to dress in? There are ten or twelve of them and we _. simply have no place. This morning I invited them in to our private ‘dressing rocm, which is already congested with our staff. These men have been exercising out of doors, but now with caler weather coming on thay will necessarily heave to use the gym. This will be true of the Army and the Air Corps officers. ; There is a further matter that I spoke to you about over | the phone, and I want to speak to you personally about it. The man-— ower could be benefitted somewhat in a combat way if some men could gn sent to fight. I wish to disouss this personally. T have discussed with the Arny officers the intremural program for, the A-12 students, and since the boys have such a heavy schedule they are not ready to be- gin their intramuzals at this time.
