Dear Dr. Allen: I am enclosing copy of a letter which I re- ceived from Mr. St. John written under date of February 2lst also copy of Mr. St. Johnts letter to Mr. Crocker and copy of my reply to Mr. St. John. In my letter to Mr. St. John I have set out fully and accurately the Canadian situation and am mere- ly asking that no further action be taken until such time as the Committee has had an opportunity to consider fully all aspects of this situation. It is a matter of great regret to me that our Canadian differences should have to be aired before the Rules Committee but as matters have progressed to the point which is disclosed by the correspondence there does not seem to be any other alternative. If after reading the correspondence, you agree with me that the course which I suggest is the proper one under the circumstances, would you write Mr. St. John and express that view.
