I talked to Miss Kenney over the telephone after I received your letter, and learned why you have received no compensation for your correspondence study work. The Chancellor made a ruling, which became retroactive. This is the way it came about. The correspondence study bureau ran out of money a year ago, and they asked far $300 from Raymond Nichols to pay these people and it came to the Chancellor's notice. They dug up a twelve-year-old ruling by the Board of Regents that anyone on the regular payroll could receive no extra money for anything. They dug out that ruling to save themselves $300, although they were charging fees for the courses, as usual, but the fees had to go into University funds.
