March 2, 1938 As Chairman of the Officials Committee of the National Association of Basketball Coaches, I am sending the questions listed below so as to receive a cross section of the nationwide officials! opinion regarding basketball. Will you please be kind and liberal enough to answer accurately and enclose in an envelope addressed to Marshall Diebold, Director of Athletics, Carleton College, Northfield, Minnesota. 1. Should an official limit the number of his engagements to three games a week? 2e Do you think the calling of technical fouls on the crowd for booing aids in the elimination of this problem? 5. Do you think that signs reminding the fans not to boo aid the situation? 4. Do you think that the names of the officials should be announced to the crowd or in the press prior to the game? So. Are you in favor of three officials working a game? 6. Are you in favor of having only one official? 7. Have the radio commentators and press helped or hindered the officials in maintaining pleasant relationship with the crowd? 8. Have coaches instructed their players to play "according to the rule book"? 9, If all games of basketball were played very definitely according to the rule book would our situation be improved, references made here to a wide difference of opinion regarding actions and results of interpretations meetings. 10. Would the discontinuation of "four fouls and out" improve conditions? ll. Would an appeal on the part of responsible athletic heads at the start of the game help? l2..
