The provisions of this Act shall therefore be so construed as to maintain local and State initiative and responsibility in the conduct of education and to reserve explicitly to the States and their local subdivisions the administration of school programs in physical education, including athletics; mstruction and guidance in healthful liv- ing; wider eral use of school facilities; and the de- velopment of school camps, the method of instruction to be employed in them, the selection of personnel employed by the State and its agencies and local jurisdictions, and the best use of the funds appropriated under this Act insofar as con- sistent with the purposes for which funds are made available under this Act.
