The sums authorized under this. section shall be used for making payments to States which have complied with provisions of sections 32 and 37. AVAILABILITY OF APPROPRIATIONS Suc. 22. The amounts appropriated under this part, alter payment pursuant to section 38, shall be available for disbursement by States that have complied with the pro- visions of this Act to local school jurisdictions or other State educational agencies for the purchase or rental of sites (where State-owned lands are not available), construction of camp facilities, for traming, salaries, and necessary ex- penses of personnel, for equipment and supplies and for other current operating expenses for research in and demon- stration of desirable camp methods and programs and for the conduct of school camps. Such expenses may include the expenses for any or all of the following methods and pro- grams, but without limitations: (a) Instruction in caring for one’s self and others in the open, including experiences in constructing shelters and other appropriate projects; planning, preparing, and serving meals; and practices in conservation of natural resources. (b) Creative experiences that come from close’ contact with nature, to provide for the enrichment of school cur-
