(b) The chief State educational authority shall submit to the Commissioner a certified copy of the act of the legis- lature accepting the provisions of this Act and a certified copy of the State plan applicable to the programs furnished for under this Act. The State educational authority in pre- paring State plans shall seek the counsel and advice of a State advisory council and of the Commissioner. The Com- missioner shall make available to the State educational au- thority such advice and counsel as resources at his disposal make possible in the drafting of State plans required under this Act. The Commissioner shall communicate with the State educational authority any suggestions he may have for addi- tions or changes in the State plan submitted; and the State educational authority shall submit to the Commissioner a memorandum indicating the changes in the plan as approved by the State advisory council and made pursuant to the Com- missioner’s suggestions or give reasons for retaining the original provisions, as the case may be.
