10 11 12 13 14 mitted and shall form a partial basis for the report of the Commissioner required by section 36. Section 32 (f) of the State acceptance provisions shall be considered as being met when any such supporting memorandum required by the Commissioner, the latter supported and approved by the State advisory council, is received by him. Sec. 4. In States whose legislatures are not in session at the time this Act becomes effective, the Governor may accept the provisions of this Act until adjournment of the first session of the legislature convening after the date of approval of this Act. SEC. 35. The Commissioner shall establish an advisory council composed of members from appropriate professions and agencies and other persons with special training in physical education, including athletics, instruction and guid- ance in healthful living in schools, wider recreational use of school facilities, and the development of school camps. Both men and women shall be included on this council and at least 50 per centum of its membership shall be professionally trained and experienced in the program for which this Act is designed. Members of the council shall advise the Com- missioner with respect to the carrying out of the purposes of this Act. They shall be appointed by him and shall serve without compensation, but shall be reimbursed for their expenses actually and necessarily incurred by them in the
