Lawrence, Kansas Gentlemen: We attach a statement covering our interpretation of General Preference Order No. M-19 issued to all producers of Chlorine in the United States by the Office of Production Management. This Order is to conserve the supply and direct the distribution of Chlorine. The attached also includes a summary of the Civilian Allocation Program issued by Leon Henderson, Administrator, Office of Price Administration and Civilian Supply. On the basis of orders received, it has been necessary for us to formulate certain general policies. First, no new business will be accepted, either spot or contract. Second, no renewal contracts will be accepted. Third, present contract consumers falling under the Civilian Allo- cation Program classification will be supplied up to the maximum of their contracts and in emergency, additional cylinders, if avail- able, unless requirements to National Defense under Government priorities makes such procedure impossible. Fourth, we will endeavor to supply spot customers who purchased their requirements from us in 1940 up to an amount they purchased during that year. We will also endeavor to cover them in a reason- able amount where water conditions demand heavier chlorination than in the previous year. In view of our desire to take care of your requirements under these conditions, we suggest you obtain from the Office of Production Management or Office of Price Administration and Civilian Supply priorities extended to us, thus assuring you of the maximum avail- able in accordance with preference ratings furnished us.
