SECTION 8. Due consideration shall be given in the selection of an official for any game, of the distance of this official's residence from the point of the game. SECTION 9. Each year the Commissioner shall attend cll annual meet- ings of the organization and shall at these mectings make such reports, financial and otherwise, to the organization as it may so direct. | ARTICLE V REQUIREMENTS FOR OFFICIALS SECTION 1. (a) No football official should be placed on the Eligible List who is not at the time a member of the proposed Officials' Assn. (bo) The same should be true of basketball officials, should a similar body be organized for basketball officials. SECTION 24 No official shall be placed on either the Football Eligible List or the Basketball Eligible List who is not registered at the office of the Commissioner. SECTION 3. No official shall be included on the Eligible List for either football or basketball who fails to register with the Com- missioner his writton agreement to accept and fulfill all officiating engagements booked for him by the Commissioner in compliance with his withdrawals and exceptions on file with the Commissioner. SECTION 4. For each year separately an official may withdraw any date or dates for which he dees not wish sppointments and he may also file with the Commissioner cach ycar, with registration or sub- sequently ss occasion may demand, such instructicns and restrictions as must be observed in booking engagements for him. Such instruc- tions will become effective immediately upon receipt by the Con- missioner, but will not apply to appointments booked prior to such receipt. SECTION 5. No official on the Eligible List, for either football or basketball, shall accept an officiating ongagement until after re- lease of the date concerned has been granted by the Commissioner. SECTION 6. In the case of an official repudiating any commitment, currently effective and already on file in the office of the Com- missioner, or in case an official violates Article V, Section 5, of the Regulations, he shall be suspended from the Eligible list for the balance of the ensuing year, all then unfulfilled appointments on his schedule shall be cancelled and the Commissioner shall immediately appoint other official(s) to the position(s) thus vacated. SECTION 7, Bach official on the Eligible List for either football or basketball shall give preference to possible assignment to games by waiting until assignments are made by the Commissioner before accepting other appointments. 9 SECTION 8. In regard to complimentary tickets or passes, officials should be governed by the Regulations as set forth in Articie III, Sections 9 to 14, inclusive, SECTION 9, An official shall not accept an assignment to serve in a gome played on the day preceding his Conference assignment without the approval of the Commissioner, ARTICLE VI METHOD OF EXAMINING, SCORING, GRADING, RANKING AND CLASSIFYING FOOTBALL AND BASKu&TBALL OFFICIALS. SECTION 1. The relative standing of an official for any single year shall be determined by his Qualifying Score for that year. SECTION @. The Qualifying Score of any official shall be determined by the total of his separate scores in the Qualifications. The Scoring Value of cach Qualification shall be fixed fcr any year by the Commissioner, the Boards of Directors of the Football and Bas- ketball Officials Associations, and the Conches. SECTION 3. Officials shall be classified as A, B and C. A nininun Qualifying Score shall be fixed for each classification annually by the Commissioner, the Boards of Directors of the Football and Bas- ketball Officials Associations, and the Coaches. (a) A Rules Interpretation Meeting for Football offic- lals on the Eligible List, shall be held during the early days of September. The interpretation of rules shall be presented by the district representative on the Football Rules Committce. (b) At least one additional day following the Interpre- tation Meeting shall be devoted to drill work on playing rules and officiating technique. SECTION 2. (a) A Rules Interpretation Meeting for basketball officials shall be held during December. The interpretation of rules shall be presentod by the district representative on the Basketball Rules Committee. (b) At least one additionnl day following the Interpre- tation Meeting shell be devoted to drill work on playing rules and officiating technique. 10 ARTICLE VIII MOVING PICTURE FILMS SECTION 1, Unedited films are to be used freely by individual schools but only for the purpose of coaching and ERR football squads. nei SECTION 2. These films should not be exhibited “ the general public unless they have been edited in such a way as not to reflect on the officiating. SECTION 3. Exhibitions of motion pictures of games should be arranged at the pre-season officials' training school. ARTICLE IX CODE OF BTHICS SECTION 1. Fully realizing that courageous and fearless officiating is unattainable under open criticism, the only possible effect of which is to destroy public confidence, the following principles as a Code of Ethics that could be adopted, SECTION 2. It shall be considered unethical for a coach, or other representative of an Institution, to discuss his opponents' play or players in any game with officials who will serve or are serving that game. SECTION 3. It shall be considered unethical for a coach, or other representative of an Institution, to evidence any criticism of officials, either between the ha ives, during or immediately after a GAME « SECTION 4. It shall be considered unethical for a coach, or other representative of an Institution, to use, or to condone in any way, the use of the Press for any criticism of officiating, SECTION 5.4 It shall be considered unethical for either a coach, or an official, to draw the other into conversation concerning the garic. This shall apply before, during, ana ofter the game. SECTION 6. It shall be considered unethical for an official to fur- nish the Press, either directly or indirectly, any interviews or stories on ganes in which he worked, or on any gene whether or not he worked in it. SECTION 7. It shall be considered unethical for an official to con- ment on the work of 2 fellow official, except in his reports to the office of the Commissioner. (a) To facilitate uniformity in rat- ings, the Commissioner will furnish the two contesting in- stitutions in each game with suitable forms, herein referred to as Rating Cerds, for rating the vork of each official serving that game. (bo) Rating cards will provide for ratings in these terms: Excellent, Very Good, Good, Satisfactory, Fair or poor, which terms will have equivalent numerical valucs of 10, 8, 6, 4, 2, and 0, respectively. (c) Frem the Rating Cards returned, the» Commissioner will determine as of December 10, of cach year, the Proficiency Score of each official on the Eligible List for football, and as of March 15th of each year, the Proficiency Score of each official on the Eligible List for basketball.
