2 business contact between coaches and officials; to eliminate an "employer-employee" relationship otherwise unavoidable between coaches and officials and obviously incompatible with the independent thinking and rulings demanded from officials on the field; to mar- shell and compile in one office all pertinent data, records, reports, ratings, and schedules; to weed out the incompetent and insure the discovery, recognition and advancement of capable officials, and, in general, to develop courageous and fearless officiating of a stan- dard that invites and commands the full confidence of players, coaches, and public. ARTICLE Il GENERAL PRINCIPLES SECTION 1. (a) The office of the Commissioner shall be the sole agency for the appointment of football and basketball officials, and as such, shall appoint, under the Regulations, all officials for every varsity football and basketball game played by members, here- inafter referred to as Member taatitetiontele (b) The Commissioner may also appoint officials for other institutions which comply with the Regulations and pay charges fixed by the Commissioner. SECTION 2. The Revenue of the office of Commissioner shall be derived from two sources; 1. Allotment by one or more conferences. 2. Allotments by the Football and Baskotbell Officials Associations, should such organizations be formed. NOTE: This scheme of affairs would work out more aitvenbemoously provided an officials' assn. were formed for both football and basketball. In this case, the Commissioner could be named Secy.- Treas. of the officials’ assn. SECTION 3. The Preferential Lists, as submitted by the coaches, and the Eligible List, as made up by the Commissioner, shall be the determining factors in the eppointment of officic 21s for any game. SECTION 4. (a) The eppointment of an official to any game, if made by the Commissioner in accordance with the Regulations, shall be considered completed when the usual notices have been forwarded by the Commissioner to the certain officials and Member Institutions directly concerned. (b) Thereafter no appointment shall be cancelled or altered in any important detail, without the consent of each intor- ested party, namely, the two contesting institutions, the official appointed, and the Commissioner. SECTION 5. An official shall not be appointed to any game played by a Member Institution unless his name is included on the current Preferential List of that Member Institution, cxcept as provided in Article Iii, Section 1, and Article 1V, Section 4. SECTION 6. Member Institution(s) may retain for any succeeding year, the services of any official appointed to that game for the current year, provided such member Institution(s) notify the Commissioner on or before December 15 in the said current year, of their desire to do so.
