(c) In all other cases, football and basketball
officials shall be appointed and notices mailed by the Commissioner
as soon as the scheduled game is reported to him.

SECTION 8. Due consideration shall be given in the selection of an
official for any game, of the distance of this official's residence
from the point of the game.

SECTION 9. Each year the Commissioner shall attend cll annual meet-
ings of the organization and shall at these mectings make such
reports, financial and otherwise, to the organization as it may so
direct. |

ARTICLE V
REQUIREMENTS FOR OFFICIALS

SECTION 1. (a) No football official should be placed on the Eligible
List who is not at the time a member of the proposed Officials' Assn.

(bo) The same should be true of basketball officials,
should a similar body be organized for basketball officials.

SECTION 24 No official shall be placed on either the Football
Eligible List or the Basketball Eligible List who is not registered
at the office of the Commissioner.

SECTION 3. No official shall be included on the Eligible List for
either football or basketball who fails to register with the Com-
missioner his writton agreement to accept and fulfill all officiating
engagements booked for him by the Commissioner in compliance with

his withdrawals and exceptions on file with the Commissioner.

SECTION 4. For each year separately an official may withdraw any
date or dates for which he dees not wish sppointments and he may
also file with the Commissioner cach ycar, with registration or sub-
sequently ss occasion may demand, such instructicns and restrictions
as must be observed in booking engagements for him. Such instruc-
tions will become effective immediately upon receipt by the Con-
missioner, but will not apply to appointments booked prior to such
receipt.

SECTION 5. No official on the Eligible List, for either football or
basketball, shall accept an officiating ongagement until after re-
lease of the date concerned has been granted by the Commissioner.

SECTION 6. In the case of an official repudiating any commitment,
currently effective and already on file in the office of the Com-
missioner, or in case an official violates Article V, Section 5, of
the Regulations, he shall be suspended from the Eligible list for

the balance of the ensuing year, all then unfulfilled appointments

on his schedule shall be cancelled and the Commissioner shall
immediately appoint other official(s) to the position(s) thus vacated.

SECTION 7, Bach official on the Eligible List for either football or
basketball shall give preference to possible assignment to games by
waiting until assignments are made by the Commissioner before
accepting other appointments.
