(a) To facilitate uniformity in rat- ings, the Commissioner will furnish the two contesting in- stitutions in each game with suitable forms, herein referred to as Rating Cerds, for rating the vork of each official serving that game. (bo) Rating cards will provide for ratings in these terms: Excellent, Very Good, Good, Satisfactory, Fair or poor, which terms will have equivalent numerical valucs of 10, 8, 6, 4, 2, and 0, respectively. (c) Frem the Rating Cards returned, the» Commissioner will determine as of December 10, of cach year, the Proficiency Score of each official on the Eligible List for football, and as of March 15th of each year, the Proficiency Score of each official on the Eligible List for basketball.
