laws, it would be probably wise to have a half mill
levy authorized for each of the cooperating bodies
rather than an overall one mill,

(5) Under the language used, it is my opin-
ion that the additional levy would have to be within
the overall levy limitation, It would probably be
difficult to base a bill permitting a levy outside
of the overall limitation, However, the fact that
the Commission is voted on by the people might be
sufficient to justify a levy being outside the limi-
tation,

(6) Should the Recreation Commission be
given exclusive jurisdiction over the expenditure
of the funds or should they be controlled by the par-
ent bodies?

We would greatly appreciate any suggestions or com-
ments that you may have on this problem, If we could have
