Ge RACE BETTERMENT THROUGH CONSCIOUS CONTROL

The growing problems of caring for the mentally and physically defective
have led to a careful study of the causes of these conditions. Much defec-
tiveness has been found to be directly or indirectly inheritable. As a re-
sult of such studies a basis for improvement of the race, through the guid-
ance of heredity, has been found. The application of our knowledge to this
end is called Eugenics. It is the name given to a program for improvement
of the human race by limiting the multiplication of inferior stocks and en-
couraging the increase of superior ones. The problem has these two broad
phases and it is proposed to approach its solution by two lines of attack.

1. Positive or Constructive Eugenics--measures to encourage reproduction of
the best.
