My notion was that this organigation would be one of voluntary membership. No college or organization would be forced into it, but if conferences now organized, which are faculty controlled, should have @ czar who would handle the matter as Judge Landis hes handled organized baseball, then most of our proselyting and subsidizing would end because the word “shall” would force the commissioner to do the things that the netional baseball commission has forced Judge Landis to do. If it were optional, and the word “may“ were used, then the whole power of the commissioner would be lost. | Of course, these schools would schedule games only with members in the organization, and any team not a member could only schedule with outsiders. It was my idea that until we stopped the activity of the alumi and the coaches and athletic directors who are tied in closely with | this chain system of athletic material procurement, then we will never improve a very bad situation. My only desire in setting this idea out to the public was in the hope that the college presidents would see a way out. Of course, they would have to initiate it. No one else could.
