Dear Superintendent Howland:

Time was up before the foul was called. ‘There was
a slight difference in thé second hands of the two clocks.
The rules say that the clock that is official, of course,
shall determine the tims, and the referee did not hear the
signal ending the game..

_ Therefore a foul made after the game would not be
recognized. That was the reason.
