Financial report of the "Blocking Committee" was pre- sented by Mr. Metzdorf and on motion the bills presented .were ordered paid, aan Secretary Hepbron reported progress of the Committee on "Free Throws" stating that Chairman Rowe and his Committee had the matter all set up and was going ahead with the collection of material and would be ready to report at the Annual Rules Revision and Joint Committee meetings, 12. Executive Committee meeting and the Joint Comnittee meeting be referred to the Executive Committee meeting in December, ~- CARRIED. 15. Secretary Hepbron reported that the Committee had re- ceived #500, advance on royalties from the American Sports Publishing Company. ; 16. Secretary Hepbron reported that Treasurer's report, audited by "Reeve, Brown, and Atkins, Public Accountants, New York City", had been sent to all members of the Committee. i7. MOTION:— That a gratuity of $15.00 be sent to the Ban- quet Department of the Hotel Astor for the employees! Chairman $t. John presided. Meeting was called to order at 8330 P.M. Ghairman St. John called on Secretary Hepdron to make a few-preliminary announcements. Chairman introduced Dr. Brown, (Chairman of the National Officials Committee) who spoke on matters relating to the National Officials Committee and Chartered Boards. Chairman St. John introduced Mr, Oswald Tower who ex- _ plained the changes made in the present Rules, 10. ii. 12, Chairman St. John spoke on the technique of officiating. Mr, Tower opened discussion of all Rules in the Book and _ received questions from the floor, Chairman §t. John continued his remarks on technique of officiating. Dr. Brown, in a short address, urged the officials pre- sent to follow the same procedure as before and hold interpre- tation meetings in their territory and emphasized the value of not only holding their meetings in metropolitan areas but also in smaller communities. He emphasized the value of good judg~ ment as a qualification for officials in handling games. The attendance at this meeting was the largest of any previous meeting, there being over 200 persons present. Attached herewith is a list of those present who signed slips-- many did not sign because they came in after the slips had been passed, Chairman St, John closed with a few timely remarks em- phasizing the importance of intelligent and efficient offici- ating. The meeting was convened at 10:40 A.M, by Chairman St.John, The accredited list of delegates read by Secretary Hepbron, (List attached.) - Chairman St.John appointed Messrs, Tower and Hepbron as the Committee on Publicity; they to see that the press receive a full account of the proceedings. Report of Treasurer - A.E. Metzdorf — read. MOTIONs— Report be accepted, Carried —- — Unanimous, Report of Officials Committee read by the Chairman, Dr. John Brown, Jr.. Copy of this report to be sent to members by Dr. Brown, MOTIONs— Report be accepted. Carried - —- Unanimous, Dr. Brown recommended that the Joint Committee "adopt the following financial policy regarding the relations between the Officials Committee and the Joint Basket ball Committees-— ‘ 1. That the Officials Committee pay all its own expenses out of its own receipts; 2. That we operate on the principle of paying our bills monthly as they are incurred; and. that a monthly statement be sent to the treasurer of the Joint Basketball Committee; 3. That the Officials Committee maintain a per- - manent balance of $1,000 in the bank as a re- serve fund; 4, That the Officials Committee vote an annual contribution to the Joint Basketball Committee of any balance on hand over the amount of the $1,000 reserve fund, 5, That $1,200 be paid for the clerical services of the Chairman of the Officials Committee for the year, April 1, 1930 to March 3lst, 1931. At the request of Chairman St.John, representatives of the various constituent organizations reported, Chairman St.John asked Dr, F.C,Allen (who is Chairman of the Committee appointed by the National Basketball Coaches Agsociation to bring about, if possible, the acceptance of Basketball as one of the official Olympic Sports) to report on the probability of Basket- ball being accepted by the Olympic Committee as one of the Official Sports, Dr. Allen reported that overtures had been made to the Olympic Committee but while every- Continued, Page 3. body seemed to be sympathetic, no official action was taken regarding it. Carried - — Unanimous A fraternal communication was received from Dr. James Naismith, the inventor of the game of Basketball. This letter was read before the Committee and elicited both interest and appreciation, The suggestions contained therein were accorded full consideration. MOTION:- That the Secretary be instructed to communicate with Dr, Naismith and express our appreciation for his stimulating communication. Carried —- -— Unanimous. MOTION:- That the Officials Committee make a study of how a more uniform interpretation of rules by Officials may be brought about. Carried —- — Unanimous. 24, MOTION:— That either Mr. Tower or Mr, Hepbron inform the Secretary of the Agsociation of Basketball Coaches that their recommendation regarding uniformity of interpreta- tion of the Rules by Officials, was presented and acted upon at both the Rules Revision and Joint Committee meetings, and that the matter was referred to the Officials Committee for further study and recommendation, (Mr. Tower agreed to write the Secretary.) With a view to expediting the business session of the annual meeting with the minimum loss of time and in order to give a larger proportion of time to consider- ation of the report of the Rules Revision Committee, a proposed procedure was agreed upon for next year, where- by the reports of other sub-committees would first be considered by the Executive Committee prior to presen- tation to the Joint Basketball Committee as a whole. It is the intention of the Committee to make only such changes in the basketball rules as seem essential to those who are in a position to judge what is best for the game. All meetings at the University of Pennsylvania Club 55 East 50th Street I would suggest that you get in touch with George Hepbron, Secretary of the Joint Committee and Chairman of the A.A.U. Committee, who is to be found at 105 Nassau Street, with the A. G. Spalding firm. His telephone, I believe, is Courtland 2900. Not finding opportunity to talk to you to any extent, I am writing to you frankly some of my thoughts--wise or otherwise. — SST TT * ' Mr. Forrest C. Allen #2 April 1, 1931 You would be welcome, I am sure, at the meeting of the Representatives from the Chartered Boards of Officials. These officials take themselves entirely too seriously and go into the matter of recommendation on rules revision at great length--and I may say needlessly. The most boring and time consuming part of our basketball meetings in the past few years has been from these Representatives of the Chartered Boards, who bring before the Rules Committee a lot of petty and trivial stuff. You will probably be bored to death if you do attend the Thursday meeting. I was there once and said "never again". The most important meeting of the entire session is, or should be, the Rules Revision Committee meeting on Friday, to begin at 10:00 A, M. Only members of the Rules Revision Committee are slated to take an active part in this work. The hope of getting something done intelligently and expeditiously rests in this Committee doing a good job and in the Joint Committee respecting fully the work done by the Revision Committee. Hepbron serves as Chairman of this Committee. He has on there from the A.A.U. on the Rules Committee, Immenhausen and Hunt. I am suggesting to George that if either of these men are not there or could be replaced you be put in place of one of these men. In case this is not done, I suggest that you be present at the Rules Revision Committee meeting. While you would have no official standing under those circumstances, you would have opportunity to speak and to exert an influence on what is done by the Committee, which opportunity I feel certain you would use with discretion. May I say here without giving any offense that I hope you and Dr. Meanwell may work with full harmony and a fine degree of cooperation on this entire Rules Committee business. When I see you, I will enlarge upon this statement somewhat, but I do not believe I will be misunderstood at this moment. If the work of the Rules Revision Committee is well done, the Joint Rules Committee meeting on Saturday becomes much easier. It has been the history of the last three or four meetings that the Joint Committee session has concluded about 6:00 a Mr. Forrest ©. Allen #3 April 1, 1931 o'clock on Saturday afternoon. We always think we will get through earlier than this, but some of the discussion drags on interminably. I am sure we shall start in again this year with the fine hope and ambition of concluding the Rules Committee meeting by 4:30 or 5:00 o'clock. Barber (Wm. McKinley), according to my address book, is to be reached at Hanover y°5306. This phone number may be wrong. If so, Hepbron or Hepbron'ts office could give you the correct number. Barber is a good man and speaks with authority for the Eastern Intercollegiate League. He has been President of this League for a number of years and is perhaps the most substantial member from the standpoint of rules consideration in the eastern contingent. If you could have a session or two with Barber, it would probably be very desirable. Some of the interests of the National Federation of State High School Athletic Associations have been agitating the question of a separate set of basketball rules to be formulated and promulgated by the National High School Federation. This to me would be a very undesirable move and we should do what we can in our local states to prevent action along this line. I have the feeling that if, and when, such a move is made, the final result will be a complete “bust up" of the present Joint Committee. I shall probably be in New York on Thursday, April 9, although I am not likely to make any appearance at this Officials! meeting. I may be able to see you Thursday evening. Allen, Longorg,Msenan, Stegeman, Powell and others may have their champ- dionship teams but they can't lick us when it comes to svcond guessing. Every man is free and equal in that game and no mistake. The same goos when it comés to talking about rulécs. Some of us think the rules aré just about right and should stand as they are. Som? of us feel there is something wrong with this game of basketball. Every man*s opinion is as good as his neighbors! providing he expresses it at the right tim. and place. The time and place for second guessing on the rulzs is March 27, 28 at the ASTOR HOTEL. Discussion of the rules is only one of the features of this mecting. I can't name them all in this letter.
