The motion was carried and the discussion brought out the fact that it is under- steod that the editor is empowered to make changes in the various sections of the rules to conform to any newly adopted rules,. Motion: Porter -- Bunn: That in case there is a violation of the restraining circle rule by the opponent of a jumper who taps the ball in the basket, the violation be disregarded and the goal al- lowed, The motion carried, Suggestion: The matter of what constitutes legal numbers was dis- cussed, The sentiment was to the effect that: solid block rather than outline numbers should be used. However, no change in the rule was authorized, 7 Motion: St, Clair -- Rowe: That the clause "nor shall he communi- cate with any player except an official until play has been resumed" in Rule 15, Section 2 be omitted and that proper changes in the questions and answers and in other sections of the book be made to be consistent with this omission, The motion was carried, Motion: Meanwell -- Allen: That there be inserted in the proper place a provision that a substitute shall report frist to the scorer, then to the official and that the game shall proceed immediately thereafter. This motion was carried and the discussion brought out the fact that the note under Rule 5, Section 3 should be changed to be in accordance with the removal of the restriction on communication, Mr, St. John suggested that a wider free throw line, possibly twelve feet, would be desirable but that the sentiment as expressed on the questionnaire did not secm to warrant a change in this respect at the present time, Motion: Rowe -~ Porter: That this matter be referred to the re-~- search committee for experimentation and a report at the next annual meeting. Motion was carried, The matter of various proposed changes in the three-second rule was thoroughly discussed, here was some sentiment in favor of removing the three-second restriction from a player without the ball in the half of the free throw circle farthest from the basket. There was also some sentiment in favor of extending the application of the three-second rule to a player who was in a pivot post position just outside the lane and near the basket. The result of the discussion was a majority decision in favor of referring the matter to the re- search committee for further study,
