REACTION TO RULES CHANGES MADE LAST SPRING BY THE NATIONAL BASKETBALL COMMITTEE (1) The change to permit substitution after a successful field goal has brought about a problem in all sections of the country. Officials have evidenced considerable difficulty in signalling for the substitution prior to the ball being thrown in from out-of-bounds by the team scored upon. Some coaches are using this rule to substitute in an effort to “save the clock’’.
