First, that I have neglected to answer your letter to Diebold explaining your circumstances which make it inadvisable for you to act as chairman of the rules committee. Secondly, that I named you as chairman of the committee. Regarding the first count I have to plead the pressure of other duties for my neglect. Secondly, it has been our custom in recent years to move up the members of the committees each year until each, in his turn, heads the committee. On that basis you were in line for the chairmanship and I assumed that the appointment should be made accordingly. I am sorry that I did not notify you immediately of the situation. With your permission I would like to let the appointment stend beceuse the rules committee will not heve much to do this year. The reason for this is that Blair Gullion and his research committee are working on a& compre- hensive plan to give our Association a more authoritative representation before the National Rules body. This research will necessarily incorporate most of the work normally done by our rules committee, and there is no reason, therefore, to duplicate the work. It will be an off year for our rules committee excepting for what individual advice Gullion may request from the members of the rules committee. I hope this request will meet with your approval.
