aN three Directors, who may adopt and amend by-laws and regulations for its government, and who may confide the prosecution of the objects and purposes of the League, under prescribed regulations, to such persons as they may select in any section of the United States, in the territories thereof, in any islands under its jurisdiction, and in the District of Columbia and elsewhere, and may to that end grant a commission to five or more such persons. ARTICLE IV EXPENDITURES No money shall be authorized to be ex- pended, and no contract or obligation in- curred of any kind or nature, and no authority given to incur any obligation involving the payment of money, in the name or on behalf of the League, beyond the money actually in hand, appropriated and set aside for the purpose. ARTICLE V AMENDMENTS This Constitution shall not be amended unless the amendment has been approved by the Board of Directors and subsequently confirmed by a two-thirds vote at an Annual Meeting in the call for which notice of the proposed amendment has been included. 4
