c. B. HOY UNIVERSITY OF SOUTH DAKOTA DEPARTMENT OF ATHLETICS AND PHYSICAL EDUCATION VERMILLION, SOUTH DAKOTA DIRECTOR OF ATHLETICS March 19, 1940 - Mr. Forrest 0. Allen University of Kansas Lawrence, Kansas Dear “Phog": ” I received your letter this morning and appreciate your interest and I had the publicity department mail’ you the photograph you asked for and I will be at the meeting with all the enthusiasm I can gather up in this north country and we should have @ lot of interesting discussions and I am thoroughly convinced with the modern game and the type of boys who are plaving it in our section at least that the four foul rule has gone past its usefulness. After checking three tournaments, I found that 90% of the fouls were caused by determined bovs playing aggressive ball and why they should leave the game after plaving it as well as they can has never seemed right to me from the very beginning and I think you and I as coaches are very foolish to allow officials to determine who we shall have in the contest. That is, if you have as much trouble with officials as they do in most sections. I am sure the game will be cleaner and officials will work much better and not have that responsibility of disqualifying good players. I see by the paper where you defeated Oklahoma A & M on Saturday, which must have been a very enjoyable victory for you. I will be looking forvard to seeing you at Kansas City, Kindest personal regards. Sincerely, Opt B. Pheifas- Carl B. Hoy Athletic Director CBH: md
