This could only result where there is a case of a double tie in each individual conferencee The National Association of Basketball Coaches asked for 5% cut and if they got this then of course it would doubtless be taken out of the 80%. By the way, I want to get out to all the committee men at the earliest possible moment, the general instructions as to the set-up for the conduct of the tournament this year and T hope you will forward to me immediately any suggestions you have with respect to such an announcement. There are a number of factors involved: le There was the recommendation which the Coaches Ase sociation made as to the distribution of the income from the n.c.4.A. Tournament. How closely should we follow this suggestion? 2. In the matter of the conduct of Play-offs within each district, if any are held, what, in your judgment, is the basis on which we should conduct those play-offs? 5S- When it comes to the Western play-off and the Eastern play-off, last year we guaranteed expenses for fifteen men on each competing team. Is it still your idea that a guarantee for a party of twelve would be sufficient? These are some of the questions that occur to me at the present time and I hope I may get your suggestions as to what should be included in this announcement to the selection committees in the eight districts. We have endeavored to give you definite information as to the territory which your district covers, together with the NeCeAeAe schools in your district. If you should find any discrepancy in this list, I wish you would let me know at once so I may get the matter straightened out. We don't want to overlook anybody and the list as I have given it to you is correct to the best of my knowledge. I am, however, making a chock with Dean Nicolson, the Secrotary of the NeCeAeAe, to make sure that it is correct with respoct to his records. I think now that the play-offs and the final game have been definitely sot, wo should get busy in each district in the matter of talking about the tournamonts; gotting as many poople as possible in= torostod in the ideas of this tournamont, which is to decide as bost wo may tho N.C,A.A. Obviously, there aro a mumbor of schools with good basketball tcams who aro not mombors of tho N.C.AsAe, but wo are not interosted in thom in connoction with our tournamente We are not competing with such othor tournamonts as may bo run throughout tho countrys; wo are simply trying to put over in tho best possible mamnor this N.C.A.A. tournamont, but I think it should bo rather clear to overybody that if we do a good job, this tournamont will bo the outstanding basketball tournament in the countrye I think I sco a fine opportwmity for building up a lot of jntorest in this tourmamont through the work of committeo men in each districte As tho season goos along and various teams begin to "stick their heads up", they ought to be singled out as potential roprosontas tives from that district. I certainly did not think ; : F p 5 5 was referring to the play-off in Kensas City. John Bum and I were of the opinion, and I thought that you were in on the discussion also, that we should not use officials as they were used in Chicago last year. If the Big Ten was interested, we would not use Big Ten officials. I am,speaking of the fitals in Kensas City. If UseS.Ce is in the finals we would not favor using Coast officials, and if Oklahoma Aggies were playing U.S.C. we would not use Missouri Valley officials. We would use officials from outside of these two conferences. That is what I had reference to. Allen University of Kansas Lawrence, Kansas Dear *Phog": Regarding the matter of the N.C.A.A. helping out with the contribution toward the tournament, instead of having the tournament committee provide them with free admission, I talked with "Butch™ Grover sometime ago concerning this and, as he has probably told you by now, he has had the matter under consideration for some time. My impression was he is heartily in favor of your idea and I have no doubt but what that procedure will be carried out by the coaches As» sociation. Regarding the conduct of such pleyeoffs as we may run = as you recall, the tournament and olympic committee at the last meeting presented a rather involved proposition regarding the conduct of the tournament = presented it merely as a recommendation. I think what we better do, however, is to scrap this idea for the present and follow the procedure which you followed in the conduct of the playeoff in your district last year, that is, splitting the profits from any play-offs in any of the districts, 20% of the net profit to go to the NoC.AsAe, the other 80% of the profit to be divided among the teams involved. I am sure this will meet with the approval of the other members of the committee. Further, with respect to the conduct of the tournament, I am going to propose that we definitely limit expenses to twelve men this season. Fifteen men is too many for us to handle in our present financial circumstances. With respect to your comment concerning the chairmanship of the various districts, while we did not go all the way with the Faculty type of men in selection committee chairmanships, still we are ina better position than we were last year. For example, in District 2, Ce Ee Bilheimer, who has been active in N.C.A.A. affairs for some time, is serving as chairman theree The only reason King is not serving in your district is that you felt you would rather retain that chairmane ship yourself. I feel we have a good committee as it is set up. I, too, am sorry to see John Bunn pass out of the picture. John is a very able man and he will be missed by the N.C.A-A. I have also written to "Hee" Edmundson indicating that we are hoping he will jump into the job which is being Yacated by Bumn and help out in every way he cane FeCoA. #2 February 7, 1940 I think your suggestion as to handling of officials for the Pacific Coast Conference playeoffs, and so on, is all right, although I am under the impression that the Pacific Coast Conference, as a group, handle their officials in a pretty fine manner and I am a little afraid there might possibly be some resentment on the part of the Pacifie Coast if we were to step in there and say, "here,we went to appoint the officials for this play-off". However, any way you can work that out with "Hee" Edmundson is all right with me. I have just received a letter from Phil Badger, New York University, in which he gives me the makeeup of the N.C.A.A.e Basketball Rules Committee for 1940. I note there are two new men on the com mittee - H. Jamison Swarts succeeds "June" Salmon, as representative from District 2, and Edmundson succeeds Bumn from District 8 I also note they have designated James St. Clair as Chairman. Salmon never has done any work and while we may leave his name on the committee list for the rest of the year, he certainly is out and St. Clair in. As:far as the General Committee goes we cannot help but gain by that exchange. There must be some mistake about your comment with respect to bulletin #1. So far as I know we have never sent out any information where the General Committee is listed except that it contained your name. Enclosed is a copy of the General and selection committees.
