Dear Doctor:

The Stete Board of Health, on November 22, 1939, passed a new regulation con-
cerning the work of the laboratory, a cozy cf which is enclosed. You will note
that the indigent. statenent formerly required on all blood snvecinens sent in for
the serodiagnosis of syphilis has been abolished and from now on the physician must
certify that it will be difficult or impossible for the patient to vay for having
this examination made. This not only applies to specimens for the diasnosis of
syphilis, but also to all other examinations, with the exception of tuberculosis.e.
Also, the vresent ruling does away with free Wassermenns on pregnant women and from
now on they must come under the same category as other pationts.e

Enclosed is a cony of the statute passed by the legislature in 1909 on the
frec diagnosis of tuberculosis. Attontion is called to this statute which requires
the laboratory to make cxamination of sputum from persons suspected of having
tuberculosis, whether it is sent in by a physician or individual. Also a report
must be given to cither on request. As you will note this just covers tubcrculosis..

I am sorry to inform you that under the now resolution all specimens mailed to
the laboratory must be sent FIRST CLASS NAIL duc to the certifying statement appcar=
ing on the "Data Blank". Previously, under the Postal Laws and Regulations,

Sec, 589, Par. 4, tho specimens could be sent Parcel Post rates, but would be pouch-
ed with letter mail. Please note the changes in postage ratos.

I would also like to call your attention to the following quotation from the

"Lows, Rules and Regulations of the State Board of Lealth"..

"4susc of Outfits - Specimen outfits aro distributed by the Statc Board
of Hoalth solely for usc in sendins specimens to the Public Hoalth
Laboratory. Their usc in submitting specimens to privete laboretorics

or for any other purpose then thet specificd constitutes a misuse of state

property."

OF TUBURCULOSIS PASSED MARCH 2, 1909%

65-106, licroscopical examination of sputum forwerd-
ed to bacteriolorist of laboratory of State Board of Ilealth; results

of examination to be reported free of charge. 619, It shall be

 

the duty of the bacteriologist of the laboratory of the State Board
of Health, when so requested by any physician or by authorities of
any hospital or dispensary to make, or cause to be made, a micro=
scopical examination of the sputum forwarded to said bacterioligist
as that of a person having symptoms of tuberculosis, which shall

be forwarded to such officer, accompanied by a blank, giving name,
age, sex, color, occupation, place where last employed, if know,
and address of the person whose sputum it is, It shall be the

duty of said bacteriologist:»romptly to make a report of the
results of such examination, free of charge, to the physician or
person upon whose application the same is made, (Le 1909, che 227,

the following resolution was approved by the Kansas State Board ef Health

at a special meeting held in Topeka on Novenber 22, 1939:

RES OLUTION

 

The Kansas State Board of Health hereby instructs the state laboratories
to furnish laboratory service for diagnosis of all commmnicable diseases at
public expense to all state and county boards of social welfare clients, social
security act clients, ‘lorks Progress Administration clients, and to all other
types of public assistance clients; to all inmates or patients of federel,
state, county, or municipal institutions and homes: end to all other residents
of the State of Kansas who find it difficult or impossible to pay the costs of
laboratory service of this kind in the usual and customary menner.

In order to assist in the provision of this service, the Board has ap-
proved the following request form which will be placed in use effective
January @, 19h0.

The Bor.rd, also, instructs the State Laboratories to provide laboratory
service at puovlic expense and without requirements of request forms, to all
county and city health officers, all employees of the Kenses State Board of
Hes.lth, and all steff members of federal, state, county ond municipal insti-
tutions and homes, who desire to utilize the services of the state laborotories
in conjunction with their official duty.

The Bonrd feels, however, that it should not provide services of this kind
at taxpayers' expense to persons eble to provide for thomselves. Since for
prectical reasons the Board must leave the determination of this question to
the physicions of the state, it respectfully requests the cooperation of oll
physicians in making certein thot state laboratory services are furnished only
to persons within the above appraved categories,

All regulations in conflict herewith are revoked.

Dear Doctor:

Under separate cover, I have mailed you,
Bob, and Tuck one of our first attempts
at record making with our new radio.

Just prior to Mimi's and Mary's departure
for the East Sunday afternoon, we conduct-
ed an interview over the microphone with
Mimi concerning her trip, and this is being
sent you on a record.

We're going to have a lot of fun with this
new gadget and expect to keep you advised
concerning our health and well being via
the record route.

They left Anchorage about three o'clock Sun-
day afternoon and probably stopped in Lexing-
ton or somewhere along the route Sunday night.
I know that they're both going to have a swell
time and am certainly happy that they can have
this vacation.

We are certainly going to look forward to see-
ing you, Eleanor and Bob, and Jane if she can
make it, this Summer in Anchorage.
