Reading, "Councils may ve organized in cities
where there are three or more associations in
meribership, and in counties or other areas where
there are five or more associations in membership.
Only congress units shall be members of 2 council.
Councils shall be governed by Bylaws approved by
the: State Board of Managers or some officer or
group to whom the work is delegated. Councils
shall not legislate for local units."
