APPENDIX III RESOLUTIONS PROPOSED FOR TH? CONSIDSRATION OF THE ANNUAL CONVENTION OF THE KANSAS CONGRESS OF PaRSNTS & TEACHERS INDEPENDENCE, KANSAS - APRIL 1941 we, the Kansas Congress of Parents and Teachers, assembled in annual convention in Independence, Kansas, April 16, 1941, hereby record our position in regard to problems affecting education and the proper care and development of youth in our state as follows: (1) We re-affirm our belief in the program of the Public Schools as a means of safeguarding our form of Government and of guarantecing the perpetuity of our democratic institutions. The training of youth is a vital factor in the provisions for neticnal defense. Today's youth are tomorrow's citizens, and our continued national welfare is dependent upon their ability to assume the obligations and responsibilities of citizenship in our increas- ingly complex society. Therefore, we urge that in cur intensive program for nationel defense that preperation and training of our youth be carefully and adequately provided. (2) We commend the Governor and the 1941 Kansas Legislature for enacting the state-wide Schccl Employee's Retirement Law, thereby following the practice previously sdcpted in more than half of the other states. It establishes a retirement policy for school employ- ees, 2 provisicn that is considered "Gocd Business" in a majority of leading business:. organizations for their employees. We believe it is constructive legislation that will improve the profession of teaching = and strengthen the schcol cffering for many of our children. (3) We urge ecntinuetion of the effcrts te secure enactment of new. laws thet will impreve the system of secondary education in the state, including an enriches curriculum, more adequate financing, equitable | tuition provisions, end suitable transportation. We alsc commend the = Kansas Senate for enacting the rescluticn which provides for con- tinued study of the ecdificaticn cf sehcol laws and, also, special study of rursl educaticn in Kansas.
