CONVENTION RULES Mrs. Loder presented the Convention Rules and on motion they were to be recommended to the Convention Body for Approval. (CARRIED) EXECUTIVE COMMITTER RECOMMENDATION : Motion by Harry Dawdy that Committee report for combining of Chairmen be recommended to the Convention Body for approval. (CARRIED) Mrs. Miller moved to recommend to the nominating committee the 3 Members at large be the Editor of the Kansas Parent-Teacher, Publicity Chairman, and the Past President. (CARRIED) RESOLUTION COMMITTEE APPOINTED The President a: pointed Harry Dawdy, Mrs. Loder and Mrs. Harbaugh as a committee .o formulate a Resolution to take care of plans, should it become necessary not to hold a convention next yeare RESIGNATIONS Citizenship Student Aid Exceptional Child and School. Education Radio Motion by W. M. Richards that these vacancics be filied by combining with chairmanships as submitted by committee on - Combining chairmen, Student’Aid to de discontinued. (CARRIED ) Resignation of Mrs, Whipple, Historian, was read. Motion by wT. M, Richards to accept with regret and assign the duties of Historian to the Founders Day Chairman. CARRIED ) Moved by Mrs. Oursler that party suggested for the 4th District Director be contacted and if she accepts, to be invited to the Convention. (CARRIED) REPORT OF BY-LAWS Motion by Mrs. Loder that Councit By-Laws for Ottawa and Ft. Scott be approved. (CARRIED) . Motion by W. M. Richards to adjourn, to meet again at 10:00 A.M. Those’ present were the same as last evenings meeting with Jess Vague, New Director of District 14. BUDGET COMMITTEE REPORT The Secretary, member of committee, passed and read the proposed budget for 1943-44. To be approved at the Post Board meeting. Resolution Committee report presented by Harry Dawdy. Motion by Mr. Richards to recommend to Convention body for adoption. (CARRIED) ELECTION OF ONE MEMBER TO BOARD OF TRUSTEES FOR STUDENT AID FUND Mrs. Re -u. Seaton was re-elected as a member of the Board of Trustees for the Student Aid Fund. Motion by Mrs. Wright that the President be allowed to fill the vacancy of the 4th District Director. (CARRIED ) The Secretary read the Reports from the 5 State Colleges on the Loans made. é Mr. Jess Vague, new Director of District 14, was introduced. Mrs. Rust spoke on Nutrition. R. Loder be appointed as the Presidents Alternate. (CARRIED) By common consent, is was dcocided to invite next years nominee to the Pre-Board of Managers meeting. A suggestion was presented by W. M. Richards to canvas the distriéts for people of previous teaching experience, who might re-enter the teaching profession so as to relieve the shortage of teachers, names to be presented to Boards of Education. By common consent the President was instructed to advise the District Directors, ADJOURNED. APPEND IX RESOLUTION WHEREAS: because of the unsettled conditions caused by war which may result in further restrictions and regulations regarding travel and convention accommodations; and, WHEREAS: the Kansas Congress of Parents and Teachers would wish ‘to comply with whatever regulations are necessary for the successful condict of the war; therefore, BE IT RESOLV=D: that the Congress, in Convention assembled, empower and authorize the Executive Committee ~ to determine the expediency of calling the 1944 Convention, and subsequent conventions for the duration; and in the’event that such conventions will not be feasible, to further empower and direct the Executive Committee to formulate and execute a plan to conduct a ballot by mail for the selection of officers and whatever other business is necessary.
