Since the Board adopted procedure to vote by mail
several nominations for office have been made by State
Congresses in addition to candidates submitted by nominating
committee. Where consent of nominee has been obtained as
required by National Bylaws, shall National Congress submit
these nominations to the voting delegates on ballot, or shall
nominations for office be confined to slate presented by
Netional nominating committee. Must have reply by return
wire collect to meet April twenty five deadline for releasing

ballot.
