sincerely regretted that a personal letter can not be
sent, but to do so would make it necessary to divert
energy now focused on other wartime duties.

The conscientious thought given your reply to this
request may affect the welfare and safety of many men,
as the man about whom we are writing may eventuelly be
in a position of command. Therefore, the requested
information is of more than usual significance.
