March 21, 1946 Dear Colleague; We are enclosing 2 brochure which will answer most of your questions about the proposed recreation program which will be submitted to the voters of school district 60 for approval at the city election April@ You, as a member of the University of Kansas faculty or staff, are urged to read this Circular and to cast your vote in favor of the proposal. The commission to be set up under the plan will have the authority to levy - up to 1 mill tax for the support of a city wide recreation program. It should be made clear that the tax will probably not be a full mill but in no case can it be over one mill. The commission will study the problem and then present a special budget for local recreational needs. Many people apparently have not understood that the commission will determine the tax. The Lawrence Recreational Council aided and abetted by the AsAUeWe has worked long and hard promoting a part time recreational program for local children and young people for the last six years. The need for a wider program and more adequate funds is now obvious and a new law allows us to vote on the issue. Won't you please help develop a wholesome city-wide program by voting in favor of the proposal?
