By Committee on Education (To Carry Out Proposal No. 5) AN ACT providing for free textbooks in the public elementary and high schools of the State. Be it enacted by the Legislature of the State of Kansas: SECTION 1. As used in this act, the term "district school" means a public school district in the state offering instruction in any of the grades one to twelve, inclusive. The term “governing body" means school boards of common schoo: districts, boards of education of cities of the first and second classes, rural high school boards, and trustees of community high schools. Sec. 2. The governing body of each school district shall purchase and furnish, from funds hereinafter provided, all school textbooks necessary for use in said schools free of cost to the pupils as follows; 1.
