outhes Sec. 11. The governing bodies of school districts are hereby authorized to establish such rules and regulations as may be necessary and proper to carry out the provisions of this act, including the power to recover from pupils, parents or guardians the cost of lost, destroyed or damaged textbooks loaned under the pro- visions of this act. In order to provide some degree of uniformity in such rules and regulations, the state superintendent of public instruction shall prepare model rules and regulations and transmit copies of same to the various governing bodies at such times as the state superintendent may deem proper. Sec. 12. This act shall take effect and be in foree from and after its publication in the statute book.
