It goes without saying that I feel quite elated that you will meet with us on December 9, 6:50 p.m., Hotel Continental. I sincerely hope that you can use your influence to have the Big Six interpretation meeting December 9 and 10. To me, that would be the finest thing in basketball in this section. It worked out one hundred percent between both conferences for football, and there is no reason why it shouldn't carry over for basketball. Heard from Parke Carroll to the effect that the Big Six may move their dates to the 9th and 10th. Had planned for our conference meet- ing to prepare 100 true and false questions for the offic- jals. In fact, our own coaches are making up the questions. Since we have so many officials who work for both confer- ences, it would seem desirable that all of them take this examination. The seventeen regular officials for our con- ference games are as follows: Parke Carroll, G. W. Duvall Jr, Ronald Gibbs, Lee Grossman, Henry HasBrouck, A. F. Hinshaw, W. R. Johnstone, Gene Kemper, Carl Larson, Harold T. Miller, Roy Newsom, Jack North, Ted O'Sullivan, Richard Pendleton, Marshall Riegert, Max Roper, and Clay Van Reen. From this you can readily see that both conferences are using the same men most of the time. I know that two schools, Nebraska and Kansas State, are play- ing games on December 9, and it may be thet other schools in the Big Six and Missouri Valley have scheduled games on this date. With this in mind, we propose to have e besketball officials' clinic on Sunday after- noon, December 10, beginning at 2:00 P.M. Our Officials' Association wes primarily organized for foot- ball officials, end during the past season we endeavored to accomplish: To encourage closer cooperation between officials. To have a finer relationship between coaches and officiels. To reise the standard of officiating. Uniform interpretation and consistency. The exchange of ideas and experiences so as to improve officiating. To formulate a code of ethics. To dignify our profession. For the foothall sea- son, the Big Six and Missouri Valley coaches adopted several interpreta- tions which we discussed with them for a closer understending so we would know exactly what they had in mind. We studied these interpreta- tions carefully and made known to every official the interpretations as adopted by both the Missouri Valley and the Big Six. A number of football officiels are also basketball officials and they feel that the samc results may be accomplished if we extend our Association to include besketball officiating. I should like very much to get your reaction to this proposed idea. The following is our proposed program, and if you have any sug- gestions relative to this program, pleese write me and we will include thems: eS The changes in the rules, The coaches' relationship to officials, i) The relrtionship between officids, players, «nd spectators. Suggestions to officials. 5) The duties of officials, (6) Officials positions: (a) Tossing ball, (bv) Free throw, : (c) Out of bounds, 7) Violations, 8) Time fn, 9 Time out. ns Held Ball. 11 Pree throw. (12) Fouls (a) Personal, (b) Technical, (c) Disqualifying Fouls. (13). Demonstration by two teams with two officials wiere all phases of officiating, playing terms, position pivot plays, block- ing, end anything else that may be of intcrest to the coaches and officials, will be discussed, with comments on the rules. We are sending cards informing every college and university basketball coach in the states of Missouri, Kansas, Iowa, Oklahoma and Nebraska, inviting them to attend this basketball officiels' clinic. Dear Dr. Allen: I am holding a number of basketball rules meetings and there are a few points I need help on at this time. When will the rules meet- ing in Kansas City be held? it seems that it was the intention of the rules committee to clarify the terms "possession" and "control" for in a number of cases they have changed the word possession to control. In the note under Rule 8, A, they do not use the word control but instead use the phrases "in possession" and "not in possession." Does the phrase "in possession" meah only when it is in the grasp of the player, or does it mean when in possession or control, such as on a dribble? Under Rule 15, C, first penalty: There are going to be many oc- casions when a player shooting for the basket will have his back to the basket, at least at the start of his throw. This would arise when a man attempts a shot from the post position or he might be going away from the basket and start his throw with his back to the basket, possibly turning in the process of the shot. If the guard is between the player and the basket and fouls him from behind and the basket is successfull, does he still get two shots?
