Tt an enswering your letter immediately and sending
you a marked copy of the Rules and Regulations ¢ mg Ath-
letics and all participation of the M.V.IeAeA. On pages 8 and
§ are the regulations regarding eligibility. fone

ve On page 9 it says, “A semester of residence shall
be defined as any semester in which the student hes registered
in the school and has participated in athleties or has not
withdrawn from sehool within four weeks from the date of his
registration.” 7 ae

I am sure that it wes more than four weeks before
Gerald Tucker withdrew from Kensas State. Therefore, his firat
semester of residence would have to be at Manhattan. He could
not possibly be eligible his first semester at Oklahoma accord-
ing to this ruling. And if he was counted a resident at Men-
hattan for the first semester he could not possibly be eligible
at Oklehome until the beginning of the second semester this year.

: a, “The eligibility rules of this
association shall epply to every student competing in any recog-
nized athletic contest as a representative of any member of this
association.” "Shall" is mandatory. And then later i says,
“No person shall participate mless he is a bona fide student".
And he could not have been a bona fide student at Oklahoma for
ene year because he had attended classes for more than four
weeks at Manhattan before he withdrew.

: is competition in the east is illegal because he
actually has not been at Oklahoma for one year. If Commissioner
Atherton or any other commissioner with intestinal fortitude
here oomalssioner of the Big Six he would rule or would have
ruled Gerald Tucker ineligible to compete witil the second
semester, 1942. The rule is as plain as anything could be, but
you ean see my point of view. If I protested, since Kansas is
- the first sohool to play Oklahoma, they would ory, “Sour grapes".
It will be an easy matter for you to find out the date that
Tucker matriculated at Kansas State and the date that he with-
dpow. By getting this information you can blast somebody if
