Howover, the granting of an oxcess time-out will bo a technical foul even though such notification has not bocn given. It was also voted to allow a team to take an oxcess time-out at the expense of a free throw even though there is no injury or emergency. 13. It was voted to instruct the Publications Committee to make the guide available for use in summer coaching schools and for work connected with the planning of officialst clinics not later than July 1st. The editorial committee was given authority to act on a list of proposed editorial changes but were given specific instructions in the following matters: ee To provide coverage for certain procedure in connection with putting the ball in play after a score. In this situation any player is allowed to put the ball in play from any point behind the end line and there is to be no restriction on the movement of the ball except as provided by the five-second time limit. b.
