Lynn Fraskeishi, special event supervisor for Parks and Recreation said that participants submit sketches, and those that were appropriate and had a Halloween theme were selected. The students collected sketches, and the rule sessions and Fraskeishi said the color eliminated many entries.
She said that the number of entries increased this year from the last two years.
"This has been going on for a long time," Frashesski said. "The entries really went up this year. I think it is starting to come back."
Parks and Recreation sent applications to downtown merchants. Merchants who wanted to participate were painted, which window was to be painted.
Frasheski said the paint was a water based Tempra paint mixed with soap.
"It has the soap right in there, so it is very easy to clean off," she said. "We want them on the windows for as long as the merchants want. The merchants are responsible."
