Mary DuFleur, D.Lawrence, and incumbent Wint Winter Jr., R.Lawrence, spoke to about 70 people at the City Council on Arlington, 45 Vermont St. Gov. Mike Hayden has said that admitting Washburn to the Regents system might include the financing of the second year of the Margin of Funding, which includes financing for state community colleges and vocational technical schools The Margin is the Regents three-year plan to increase financing of Regents schools to 95 percent of peer schools and resources to 100 percent of their peers. Winter compared Hayden's proposal to a Trojan Horse. "If we let Washburn in under the guise of a program to fund two years of college, it might pay a long time the price of letting Trojan Horse into the walls of Pompeii." said. Washburn is a city property-tax supported, four-year university in Topeka with an enrollment of about 6.590. "I intend to be every bit the representative of Lawrence," DuPree said. "What's best for KU is what he's told us, but not what we willing to support KU in this effort." Winter questioned whether the tax payers of Topeka deserved the break that moving Washburn into the Regents system would provide. "The Topeka taxpayers should no more have that municipal service be denied to the citizens of Lawrence, ask other state taxpayers to pay for our library." Dutree said that although he was a Washburn graduate, his wires were to Lawrence because he lives here and is in the university degree at the University of Kansas. DuPree and Winter spoke about Washburn as a response to a written question from an audience member. The forum included 18 other local candidates, who each gave a two - minute speech on their backgrounds and campaigns.
