It began four years ago when McElhaney ran for the commission but lost. "I was beaten by 27 votes," said McEhairney. "53. "And I didn't campaign at all. So I figured if I'd campaign, I could win." McElhaney, Republican candidate for the 3rd District and fire chief for the Wakaraura Township fire department, never has held a public office. But he said that he had enjoyed the new experience and the race against him. He said he would be in position that will be vacated by commissioner Warren Rhodes. "I like the competition," McElhaven said. As far as a campaign platform, McElhaney said that he didn't have one. Louie McEihaney But maintaining the tax levy is a wish of McElhaney's. At the same time, he said that the commission must be careful to maintain the present level of social services. McEthaney also favors a southern bypass for Lawrence. He said that the commission should work to prevent a traffic problem. "Traffic is definitely going to increase in Douglas County," McElhaney said. The candidate said that he thought the state and federal government had the responsibility to maintain county roads and highways. The role of the county administrator Chris McKenzie, is one of the issues in which he and Stoneback disagree. "I am not for firing the county administrator," McHaley said. "I am interested in looking at his job position, but I want to not fire it." "If we're getting our money's worth, we're OK. If not, we need to make a difference." Jim Hahn, who worked with McE-haney as a volunteer fireman in Wakara村 for about 10 years, said he could do a good job as commissioner. McEhANley has been a resident of Douglas County for 35 years and has lived in Wakarusa Township since 1972. Democratic candidate opposes county administrator position By Deb Gruver Kansan staf writer I. J. Stoneback, Democrat candidate for Douglas County Commission in the third district, strongly disagrees with having a county admin- "Never before in history we have a county administrator." Stoneback said. "He was hired to do work that the commission is supposed to support." Opposition to the position of county attorney, opposed in 1985, is Stonewall's goal. He is running against Louie McElhaye for the county term that will be held next spring. Stoneback was a county commissioner from 1973 to 1976. Verdania Zeller, vice president of the Lawrence Democratic Party, said that she thought Stoneback's platified the coming race was well-based. "He did a good job as commissioner before," Zeller said. "I think he would do well again." If he is elected for this term, he said he would move to release Chris I. J. Stoneback McKenzie from his role as administrator. "I wouldn't like being told what to do, a county administrator," he said. "It worked so well in the past. Why change it now?" Another Stoneback is also confronting the commissioner salaries issue. Stoneback sid that he would move to decrease salaries because he regards commission work as a part-time job. "We got $6,000 a year when I was a commissioner," Stoneback said. "They don't need the $15,000 they get now." Remembering his days as a commissioner, Stoneback said that he was pro-growth. He said that he still is. "I like to see growth," Stoneback said. "It increases the tax base, like in Topeka." He disagreed when the county commission voted down several mail proposals for Lawrence and asked could vote on "on shop" centers. Stoneback also opposes any increase in sales tax for shoppers, and he said he thought sales taxes should be decreased. "You shouldn't have to increase taxes if you have enough growth," Stoneback said. He is the only farmer running for the commission and said that he expected support from area farmers.
