New downtown meters to have hidden timers By a Kansan reporter Downtown parking meters will have a new look before the new year. About 400 parking meters on Massachusetts Street and downtown side streets will be replaced with new meters that boast time-check mechanisms, Buford Watson, city manager. said yesterday. The Lawrence City Commission authorized city staff to purchase the new meters at its meeting Tuesday night According to a staff report, the meters will cost $35.00 each and will have a one-year warranty. The time-check unit allows people who are park-ing at the meter to see the time that they receive but goes blank after two to three At an earlier commission meeting, the staff also recommended an increase in meter fine rates from $1 to Watson said that any increase in fines could have to be drafted into an ordinance and voted on at a later date. "This is going to alleviate a lot of people cruising the streets to find a meter that still has time." Watson said. CONVERSE Is Your Drinking a Problem? What's Your Alcohol I.Q? The trash bags that are being used by Jefferson City should disintegrate in the trash can. Carpenter, executive director of the Missouri Corn Growers Association. The bags are made from a mixture of corn starch resin and polyethylene rubber. "It will encourage more usage of corn." Carpenter said. "But we also wanted to produce some consumer products that there are degradable plastics." The city began the 60-day experimental program Oct. 11 to help the environment and the corn industry. Millions of tons of trash, much of it in plastic bags, are discarded each year in the United States. But the plastic bags can take from 200 to 400 years to disintegrate, which causes them to become overrun with garbage. Max Slandak, assistant director of public works in Lawrence, said that a disintegrating trash bag program could be feasible in Lawrence but was not being officially considered. His authority would benefit the environment Carpenter said the Missouri Corn Growers Association had been testing degradable plastics in conjunction with Missouri for the last few years. "It would be better off for the landfill," Skainard said. "If you dig up a landfill, you'll find hundreds of plastic bags that haven't decomposed after decades and decades ago." aren't exposed to air and water."
