Coconut Rican President Oscar Arias Sanchez said. Arias, here to announce the creation of a private peace foundation financed with the 1987 Nobel Peace Prize he won for sponsoring the peace plan, was careful to avoid any risk of making a vulnerable candidate. He said Monday he believed either would bring more understanding to the region. He urged the next U.S. president to support the plan and warred against seeking military solutions in Central America. "Whoever is elected to the White House, if they support the peace plan, this plan is incompatible with warlike action," Arias said. The five Central American presidents who signed the original peace agreement are tentatively scheduled to meet again after the U.S. election, possibly Nov. 12 in El Salvador, said to give the plan a push. He did emphasize that the plan has accomplished a truce in Nicaragua and started a dialogue among the participants, though. Arias bailed Nicaragua's leftist Sandistas for being inflexible on choosing a site for future negotiations with contra and for hiding behind judicial technicalities in failing to release 38 opposition leaders arrested in violation of the plan during an anti-government demonstration. The Costa Rican government again rejected calls by the Sandistas and the contras to put an international peace-keeping force on the border with Nicaragua and Nicaragua, and perhaps elsewhere, to separate the feeding sides. "I do not believe it is necessary to introduce third countries," Arias said. "The greatest of the agreeance that it is a Central American plan." Arias also said he would welcome efforts by Fidel Castro to achieve peace in Central America, noting the strong military commitment "to left guerilla war in El Salvador and Guatemala and Indias government in Nicaragua. The Costa Rican president stopped in Coral Gables on his way to Spain to meet the president of the award, that nation's highest honor, from King Juan Carlos. He was expected to stay at least one day in Miami area before飞到 Spain. With his wite Margarita Pen de Arias at his side, he also announced the creation of The Arias Foundation for Peace and Human Progress. He will be receiving the Nobel Prize will be the seed money for the organization. Mrs. Arias, who will heal the foundation, said it was aimed particularly at saving families victimized and poverty in Central America. The foundation will support research, design projects to benefit children and families, provide school organizations, organize international conferences.
