Rather than collecting and analyzing actual data, policy makers are more interested in hypothesizing, political scientist Heinz Eulau of Stanford University said Mini-railroaders meet A club for persons who have a love of railroading on a small scale meets at 7:30 tonight at its headquarters at 7 East 7th. Speaking on the social scientific study of policy makers and policy outcome, Eulau contrasted the thinking process of the social scientist and that of the policy maker.
