Elwain Pomeroy, R-Topka, chairman of the committee, said yesterday. Sen. Arnold Berman, D-Lawrence, member of the committee, said he was quite familiar with the juvenile code bill. "I'm going to sit back and listen to the testimony on the bill," Berman said, "but I have serious questions on the provision to lower the legal trial age from 18 to 16." The major problem with the present juvenile code, Berman said, was the lack of state facilities to deal with hardened juvenile criminals.
