e University Daily Kansan Thursday, February 28, 1974 . 9 By JACK McNEELY Paxson Resigns Amid Dispute over Senate Chairmen Kansan Staff Reporter Prompted by allegations of partisanship and excessive influence in the Student Senate administration, Richard Paxson, Baxter Springs senior, resigned yesterday from the senate's Committee on Committees (COC). "There was just the feeling apparently on the part of some persons that I was exerting too much influence," Paxson said. "I don't think I was." Paxson wouldn't mention the names of the persons he was referring to. "He picked it up from some people that he perhaps was carrying too much influence within the administration and he wanted to ally any fears that this was occurred." John Beinser, Salina junior and student body president, said yesterday. The COC will appoint members and temporary chairmen to the senate's standing committees. Its appointments must be approved by the senate. Paxson will retain his positions as a member of the University Senate Executive Committee (SenEx) the University Senate Executive Committee the Senate Executive Committee and the senate. Paxson, who was Beisner's campaign manager in the recent senate election, said he was resigning from the OOC to avoid a patronage in the committee appointments. Beiser said Kathy Horstman, Houston sophomore, would replace Paxson. Horsman was fourth in balloting for three elective positions on the COC at the time. The other two elected COC members are Cindy Buxon, Arton, III., junior, and Jon Buxon. Beisner and Todd Hunt, Oklahoma City junior and student body vice president, are members of the COC because of their offices. The COC's planned procedure for appointing members of standing committees concentrates power and could easily be abused, Cindy Steinerker, Kansas City, Kan, senior and former chairman of the Senate Transportation subcommittee, said. Before Paxson's resignation the COC had planned to appoint a temporary chairman for each standing committee from the COC. The president, who would be appointed to be appointed by the COC, Beissner said. Then the members of each committee would elect a permanent chairman at their discretion. Steineger said the temporary chairman, because they had been recommended by the senate leaders in the COC, probably would be appointed chairman by the committee members. Paxson said that in the administration of Mert Buckley, Wichita state and former student body president, five of the six Paxson board members were selected as permanent committee chairmen. Buckley said yesterday that all appointments of the COC last year were acrual. According to Steineger, the method of selecting committee chairmen gave the COC de facto power to select committee chairmen. "I suspect it is a restriction to anyone else being nominated," she said. Lawsuit Filed In Union Dispute A lawsuit attempting to block official recognition of Public Service Employees Local 1132 as the bargaining unit for University of Kansas maintenance and service employees was filed yesterday in Douglas County District Court. William Haynes, KAPE attorney who filed the suit, said recently that he would for an injunction if necessary to prevent Local 132 from beginning negotiations. The Kansas Association of Public Employees (KAPE), which lost an Oct. 17 election to determine which group should represent the KU employees, filed the suit. KAPE also sent a letter to University officials urging them to voluntarily delay the start of negotiations with Local 1132 until the disposition of the suit. He said he hoped the University would wait for the outcome of the appeal before he could answer. Local 1132, certified by the Public Employee Relations Board (PERB) a week ago, was charged with engaging in unfair campaign practices before the election, last October. However, in the opinion of the bearing officer, findings at the PERB bearing last month didn't substantiate KAPE's charges. But Haynes said, "There is substantial evidence in the record to warrant a finding that there was a violation and that the conduct of the labor union destroyed the conditions and interfered with the employees' rights to freely select a representative." Haynes also said he thought that PBR members hadn't received transcripts of the hearing and that they should have had an interview with the transcripts before certification. "I don't think there will be any political favoritism because there are people from both coalitions on the COC," Hunter said yesterday. But, she said, it can easily be abused if the COC members use the temporary chairing. Referring to COC members Paxson, Beisner, Hunter and Buxton, who were elected on the Unicampus coalition, Steineger said, "I'm afraid there aren't any checks on the power of four of the people in that committee." Paxson said before he resigned that he hoped that Ifosserand disagreed vehemently with the actions of the other committee members, Josserand would protest to the senate when the senate voted on the appointments of the COC. Josserand, the other COC member, was elected on the PIPP coalition. "We thought that when you assign a temporary chairman the committees would be biased to elect that person as the permanent chairman." Allen said. "We thought it would be more objective to let a body officer chair the first meeting."
