Many Republicans and a few Democratic legislators have argued that the law didn't need to be acted upon in the 1972 session—because local units of government must prepare the 73 budget needed under this law, their underhanded tax law, and the 73 legislature could take up the matter of whether to continue the law or repeal it without anything more. Docking's position had been that the tax lid had worked, the people had wanted it and the legislature should accede to the wishes of the people and go ahead and extend the law now.
